Tawang DC reviews development activities
ITANAGAR, Aug 17: In an effort to take stock of the various projects and grievances of the people of the district, the DC Tawang Kemo Lollen today held three rounds of meeting concerning the quarry owners, the Army and the APEDA at his chamber. Presiding over the meeting of quarry owners, the DC Tawang directed the AMDO Tawang and the DFO Tawang to look upon the legal and govt. norms for regulating and streamlining the quarrying and operation of minor minerals in the district. He also mentioned that irrespective of the land owner, the area under operation for mining/quarrying has to be earmarked and notified to the District Administration for approval.
Informing the quarry owners about the Govt. norms, Lollen said “You are free to carry on your work but with certain limitations as specified by the Govt. and also keeping in mind not to cause any inconvenience to the development process, the people and the ecosystem”.
Concerned about the use of explosives in mining operations, Lollen directed the owners to get proper approval and permission from the administration and also take preventive measures for safety of the populace. AMDO Tawang, DFO, CO (Dev), DIPRO besides the quarry owners of the district were present in the meeting. Concerning the Land acquisition by the Army at Seru and Tsaikhar Village, Tawang, a meeting was chaired by the DC Tawang in presence of the Army officers, Public leaders and GBs of the two villages and the District Administration.
Lollen asked the Army officials to expedite the process keeping in mind the grievances of the people. “Based on the convenience of the people of the area as well as that of the Army, a consensus has to be achieved”, mentioned Lollen. He urged the Army authorities to work in cohesion with the public so as to create a sense of belongingness between the two.
Brig. J S Rajpurohit, Commander 190 Mtn Bde, Tawang appreciated the discussion and mentioned that the Army requires cooperation and support from the people and administration so as to perform their duty of safeguarding the nation. The gathering decided to jointly survey and analyzes the proposed area (for acquisition by the Army) in the coming days so as to reach an agreement.
Later the DC Tawang held a meeting with APEDA officials and contractors to review the progress of the Micro hydel projects under PMA Package in Tawang District. Lollen urged the members for timely completion of the projects and also to submit technical reports in case of the non functional micro hydels. He further advocated for proper monitoring, inspection and maintenance of the ongoing as well as the completed projects.

He mentioned that out of the 10 projects under PMA Package in Tawang, 2 have been commissioned and tested, whereas the remaining 8 are waiting for GRP Pipe laying and jointing by the technicians of the manufacturers.(DIPRO)
NE students meet Robin Hibu in Delhi
ITANAGAR, Aug 17: A delegation of North East students studying in the national capital today met Robin Hibu, Joint Commissioner, Delhi Police (Hqs) in the backdrop of rumors of impending attack on students from the region studying in Bangalore and various other cities.
According to an Arunachal Students’ Union Delhi (ASUD) release, Delhi Police has assured several measures and initiatives to ensure security of NE students in Delhi. The Union said that Hibu has assured to set up a legal assistance cell for NE people and he is personally monitoring dial ‘100’ Police emergency number to help the NE people.
Measures like maintenance of data bank of NE students and employees, English speaking help desk for NE police in police stations, awareness programme on fake colleges/educational institutions in Delhi, dropping of stranded NE students and BPO female employees to his/her place of stay were discussed and these would be implemented by Delhi Police within next two weeks, ASUD said in its release.
Besides the ASUD members, the delegates included members from All Assamese Students' Association Delhi, Bodo Students' Union Delhi, Tripura Students Forum Delhi, Delhi Mizoram Chakma Students' Union, the release added.
Meanwhile, Arunachal Students Union of Tamil Nadu (ASUT) while informing that the reported ultimatum given by some people of Bangalore to the people of Northeastern states to vacate the state before Ramjan festival has created panic among NE people. However, it has not received any such threatening message or call from any quarters in Tamil Nadu yet, ASUT said. “But we would like to urge the respective governments of all the NE states to take up the matter seriously and solve the crisis without any delay so that career of thousands of students pursuing their education in those states and cities do not ruin,” it said.
Anini, Aug 17: Minister for UD, Town Planning & Fisheries Rajesh Tacho is currently on a whirlwind visit of his assembly constituency.
As a part of his planned visits, Tacho reached Mihundo village yesterday and addressed a public meeting which was attended by PRI members, officers, teachers, villagers and students. Tacho dwelt in length about the potentials of the district in tourism, hydro power, agriculture and horticulture sectors. He appealed all the aspiring entrepreneurs to venture into tourism business which will not only provide self employment but also help bring our district into the tourism map of the world.
The district is one of the largest districts in entire state in terms of available land resources. Despite the fact, majority of the local populace is dependent on PDS. Tacho, urged each and every one to exploit the available land resources to increase the productivity so as to be self sufficient in agriculture and horticulture produces.
Tacho requested all to treat the officers of the district with respect as they come from far off places to serve and render their services. Well coordinated and conducive atmosphere must be created jointly by the public and Govt. servant in order to ensure secure and health working environment.
The minister sought the cooperation from every citizen in his endeavour to develop the district. He informed that funds will be provided in the current year to give a beautiful shape to Anini township. He urged all to extend cooperation in fulfilling his dream project. For the purpose, Assistant Town Planner will be posted soon, Tacho said.

Samuel Koyu murder case:Victim’s family rues ‘police inaction’

RUKSIN, Aug 17: Protest continues here against the recent murder of Samuel Koyu, APP head constable. Various sections of people, who have lost confidence in Ruksin Police, have demanded the authority to institute high level inquiry into the mysterious death case.
Talking to this correspondent, the victim’s family expressed much discontent over the ongoing police investigation. They said that Police had not been able to make any breakthrough in the case despite having sufficient clues.
“The police are not investigating the case properly and willfully neglecting it,” they alleged. “We are expecting that the police would arrest the culprits and punish them accordingly. But, they (police) are still in dark about the murderers even after 15 days from the date of complaint”, rued the bereaved family members.
“Compensation and rehabilitation from the end of government are secondary matter for me. My heart will never be consoled until and unless the murders are brought to book and awarded punishment,” Tumto Koyu, the octogenarian father of the deceased, said.
Samuel was a native of Detak village under Nari police station and he was serving as head constable (Telecom) at Sille Police Out Post for some months. His murder evoked strong reactions from almost all sections of the people, who severely criticized the police for their alleged inaction.
Meanwhile, Ramle Banggo Welfare Society, Koyu Youth Welfare Society, Bogum Ao Foundation have moved the higher authorities of police and civil administration for institution of a high level inquiry into Samuel’s murder case.
Leading persons of 15 villages under Ruksin and Nari circle including village the headmen and PR leaders today assembled in a meeting at Detak village and resolved to move the authority to expedite the investigation. The speakers in the meeting vehemently condemned the barbaric killing of the innocent policeman.
It further unanimously resolved to move the authority to initiate joint patrolling of Arunachal and Assam Police at every vulnerable pocket along the state boundary. Later, the meeting constituted a committee which will deal with the criminal activities in the area.

‘Let development be above politics’: Phurpa

DIRANG, Aug 17: ‘Development should be the sole motive of politicians and it should not be allowed to be substituted or jeopardized by infighting or quarrels for petty political gains’, said Parliamentary Secretary Science and Technology and local legislator Phurpa Tsering during the Independence Day celebration here.
On sidelines of ‘political colour’ being given to the 120 crore mega National Institute of Mountaineering and Allied Sports (NIMAS) and the Highways Compensation issue, Phurpa exhorted on following Gautam Buddha’s principle of ‘live and let live’ and explained that people of Dirang ultimately stood to gain from these development schemes. “NIMAS in particular would hugely benefit the populace of Dirang and I believe that country would only develop if our villages develop’, he said, while appealing leaders and villagers irrespective of party lines to join hands and forge an understanding to work for development and betterment of Dirang following the true Buddhist dharma instead of working for petty and personal gains.

The authors Tangkheso Tamai and Doirangsi Kri Tamai are one of the learned couples in Mishmis of Lohit and Anjaw districts. Their hard work and sheer determination resulted into this sweet fruit that will be liked and cherished by all.
Tamai has been actively involved in many social and community works and presently is the GPM of Loiliang village, Tezu.
Mrs. Tamai is currently working as an Assistant Professor in English in IGG College, Tezu. This book is her second publication, the first titled, “A Conversation book of Kaman and Taraon Mishmis”. DIPRO
Training on livestock census
TEZU, Aug 17: District Animal Husbandry & Veterinary officer Dr. Hano Tama conducted a one day Livestock Census Training Programme in his office chamber here today. Veterinary officers from Tezu, Sunpura, Chongkham, Lathao attended the programme.
Dr. Tama emphasized on adhere to the central guidelines of the census by all the functionaries and supervisors. He asked them to work with sincerity and dedication in gathering the informations in the forms.
Correct information should be provided in the National Census Programme as the data collected would be used for planning and formulation of programme in improvement of livestock sector, he said.

Project implementing monitoring meeting
ITANAGAR, Aug 17: With an objective to promote and discuss the current status of self help groups formed under SHPI programme of NABARD, the project implementing monitoring committee meetings were held separately at APRB Branch Yazali in Lower Subansiri district and at Kimin in Papum Pare district on 13 and 14 August last, which was organized by N.N Charitable Society.
Speaking at the meetings, the representative from NABARD, O.P Munglang, District Development Manager (DDM), Ziro, APRB Branch Manger Yazali, Anup Paul and APRB Branch Manager Kimin, Pulokesh Paul advised the SHGs to follow the policies and programmes of the Govt and bank rules and regulations so that the banks can grant loan to them. “A tiny effort to refurbish our image in the society”
Dear Editor,
Talking about cleanliness and pollution free environment in the present miserable era of my state, might sound like cheering for Olympics when my country is on war, but I still expect the wise readers to have a patient listening to my thoughts which might sound more like mere bunch of fathead ideas for many at this point of time.
Well nowadays, I have quitted blaming the group of elderly mass who keep on raising fingers at the younger generation on every move we make, because at some point of my mind I believe we have rightfully earned our status of being fruitless, futile buffoons. When the young denizens, the so called “futures” of our state, are themselves on a blind rage of corruption, hypocrisy, encouraging ethnic and communal sentiments, dancing on the hands of corrupt leaders like puppets, and now even trying to stop the truth bearers of our society, “the press” by vandalizing media houses and shooting a selfless journalist just to sustain fear!!
The present state of faithlessness on us is rightfully justified by our deeds. In the midst of this agnosticism, if a positive minded group of youth comes up with an idea of refurnishing the society with a tiny effort, he should be all set to face a severe skepticism from the society.
Even In this state of distrust, dubiousness, and reluctance, a group of likeminded youths has once again gathered the guts to reinstate the positive image of ARUNACHALI YOUTH by putting forward their initiative for contributing a bit to the society. “The green pioneers” have returned with their new cleanup event this time bannered “GRAB A SHOVEL TO CLEAN UP I.G PARK” to clean up the lone left patch of greenery in whole of the capital complex. “THE INDIRA GANDHI PARK, ITANAGAR”, located exotically, in the centre of the capital city, was once the green landmark that filtered the dusty Itanagar air rushing inside our lungs every day. But in this short span of few years, the once serene environment of the park has been overshadowed by a series of controversial digging and constructions all over the area. Hence the park that once resembled a golf course, today looks more like VIRENDAR SEHWAG’S bald “Helipad” (hope he has discontinued the anti hair fall tonic he was using). Even if we leave aside the litigious conjuncture, happening around the park, the greenery of the pitiful esplanade is lost in the midst of pollution; in all three forms:
noise, air and water. A place that should have been a symbol of absolute eternal stillness is today polluted by big loudspeakers blasting with “maut ka kua” promotions. A mephitic sewer flows by the heart of the park, and the deforestation and loss of greenery has severely diminished the viridity of the location. More to worsen the situation, the public events that are regularly organized in the vicinity of the park, leaving behind huge amount of degradable and non degradable dump, that are found in litters all over the park. The young brigade of green activists, which is already riding high on its spirits by successfully cleaning up all the adjoining tourists’ spots in the vicinity of capital complex, is all set to restore some lost serenity, of the mighty I.G Park.
Actively involved in sensitizing the ignorant Arunachalee public on the importance of cleanliness in the last few months, “the green pioneers” have four major successful campaigns under its belt, and have assisted and motivated a dozen other small cleanup events all around the state. Which started as a small viral event page in a social networking site “face book” couple of months ago, has been successfully motivating and encouraging likeminded youths of the state in this noble venture of a making a cleaner and greener Arunachal.
When young students and selfless citizens from all over the capital complex started with cleaning up of the Naharlagun market, on 7th of April this year, everyone thought it to be an accidental spark which would never ignite, but the fire it created and spread both virally and through cleanup events has made the difference. The most encouraging part being the mass involvement of responsible youths from all sects of communities irrespective of their differences, joining hands for the success of this noble cause, steering the events to success conducted every time.
This drive to cleanup I.G Park is scheduled on 20th of August from 7a.m onwards, to clear the post independence garbage that has been accumulating there, unattended since last couple of days. The whole team of green pioneers requests and invites each and every likeminded soul in the capital complex area to be part of the event and make it a successful one. If the necessary clean up is not done, I.G park could be suitably renamed “independent garbage park” very soon! The time for blaming the government bodies is over, it’s the right moment, and we change our concept of treating, public property as nobody’s property. We need to show what needs to be done, not by just saying it, but by doing it.
It is rightfully said, “A journey of thousand miles starts with a single step”, likewise, our dream of making a clean and green Arunachal is still on its baby steps, and nevertheless, our hopes are sky high. Every time the younger siblings hold hands, to make such a noble venture, we not only bring the change with every small step we take, but moreover, we give our elders a “hope”, a hope for a better tomorrow, a hope for a conscious Arunachal. And our small efforts one day will surely rejuvenate their lost trust in us. Until then let’s “BE THE CHANGE, TO SEE THE CHANGE”!

Strictly regulate the inner line permits, stop illegal immigration
Dear Editor,
“Prevention is better than cure” is a very common statement in our everyday life, but how many of you really felt the essence of these words. By learning about the recent murder case that took place in Yazali, we cannot believe that such a heinous crime can also occur inside our own state, which is termed as one of the peaceful States of India.
Whatever is happening in Arunachal at present is the manifestation of our own indigenous people. Everyone wants to stay lavish and keep many hired labors for their everyday household works which repeatedly increase the population and crimes in the state.
By observing the past and present incidents inside and outside Arunachal Pradesh, I, on behalf of the Arunachal Students’ Union Delhi (ASUD), appeal the people of the state to minimize hiring labors from neighboring state which is one of the factors in increasing heinous crimes and growing number of population (Immigration). Simultaneously, I appeal to the Government of Arunachal Pradesh to strictly regulate the inner line permits to stop the illegal immigration inside the state. The ASUD also mourns for the departed soul of our sister Ralo Rene, appeals the authority to give an exemplary punishment to the culprits and recompense should be equally worthy towards her life.

Finally, it’s been one month since the shooting of the associate editor of Arunachal Times and still the culprits are absconding. I am quite surprised. Did the perpetrators vanish from earth or it is the inefficiency of our police department ? I do not want to blame the police personnel, they are doing their best, but how technically equipped they are depends on the state government.

Save Puakgumin from deluge
Dear Editor,
Through your esteemed daily I would like to draw the attention of concern authorities towards the danger of flood we the people of Puakgumin, Aalo have been facing since long. Each year with the advent of monsoon the water level keeps on rising, washing away the land inch by inch. Many appeals have been made and IFCD Engineers, District Administration, MLA have also visited the affected area but no relief has been provided so far.
The only barrier that stood between Sipu River and Puakgumin is the few flood controls embankment constructed at the expense of the residents themselves. Therefore, it is being appealed again to the authorities to do something before all of Puakgumin gets submerged.

ILO report on global employment
After three years of continuous crisis conditions in global labour markets and against the prospect of a further deterioration of economic activity, there is a backlog of global unemployment of 200 million, says the ILO in its annual report titled “Global Employment Trends 2012: Preventing a deeper jobs crisis”. Moreover, the report says more than 400 million new jobs will be needed over the next decade to absorb the estimated 40 million growth of the labour force each year.
The Global Employment Trends Report also said the world faces the additional challenge of creating decent jobs for the estimated 900 million workers living with their families below the US$ 2 a day poverty line, mostly in developing countries.
